The nation waits with great interest to see on how different ministries will fare in their business of presenting their budget proposal before the Committee of Supply beginning Tuesday. Minister of Tertiary Education, Research, Science and Technology, Dr Alfred Madigele recently told Parliament that he will be presenting before them a budget proposal for his ministry including parastatals under him. Madigele revealed that Chief Executive Officers of parastatals earn same salaries with Permanent Secretaries. Similarly, government does make determination to salaries of officers below Vice Chancellors at the Botswana International University of Science and Technology (BIUST) and University of Botswana (UB). He said regarding personnel of parastatals, UB included, their conditions of service are decided upon by the relevant Councils. “The Incomes Policy instead provides for flexibility in dealing with that,” he said. He added that in 2014, 2015, and 2016 BIUST Council did not award increment to its staff. It was only in 2017 that they awarded 6 percent increment as cost of living adjustment. It was based on past recent salary increment for public servants of 3 and 4 percent respectively. Madigele revealed that the salaries of CEOs of these parastatals are the ones pegged to Permanent Secretary level. Consequently, any changes or adjustments introduced by the government would necessitate an adjustment to the basic salary of the Vice Chancellor, MP for Gaborone Central, Dr Phenyo Butale had sought information on progress made so far in improving the conditions of service for personnel at UB, particularly with regard to the recent increment for public servants (3 and 4 percent respectfully ). Butale also sought to know if employees of BIUST were accorded the same increment, and that if that was the case, an explanation be given why the same was not extended to UB employees.
